Introduction to Brooks Concepcion Law, P.C.
Brooks Concepcion Law, P.C. is a professional corporation organized under the laws of Guam established in 2016 by Attorneys Terrence M. Brooks and Georgette B. Concepcion. Prior to forming BCL Terrence and Georgette were each solo practitioners.
Terrence M. Brooks has been practicing law in Guam for the past forty (40) years. Georgette B. Concepcion has been practicing in Guam for the past twenty-five (25) years. They are both active members of the Guam Bar Association and are in good standing with a combined 64 years of experience.
The firm performs transactional legal services (i.e. prepare and review contracts and other legal documents, provide legal advice or written legal opinions about the laws and/or regulations of Guam and the United States, etc., within a reasonable amount of time), and has also provided litigation services (i.e. represent, pursue causes of action, or defend) before the courts of Guam and the United States. The members of the firm are licensed to practice in local and high courts of Guam and in the district and appellate federal courts for those jurisdictions. In addition, the firm’s government legal services have included: (1) providing written legal opinions for agency directors and/or boards as well as resolutions; (2) drafting and/or reviewing legislative bills; (3) conduct contract or lease negotiations with private parties, other local agencies or federal entities in addition to drafting and/or reviewing personally (asset, equipment or inventory properties, etc.) and realty instruments (assignments & assumptions, deeds, mortgages, leases, etc.) (4) reviewing and/or developing agency rules and regulations; (5) confer with or appear before the Legislature or local government of Guam or federal agencies as requested by the client agency (e.g. attend oversight hearings, meet with military officials regarding federal excess land return, etc; (6) represent and/or defend client agency in administrative hearings or court proceedings; and (7) perform administrative law judge or hearing officer functions.

Mr. Brooks
Terrence M. Brooks has practiced law on Guam since 1984. His principal areas of practice include commercial law, corporate law, real estate, probate and estate planning, collections and foreclosures, and civil litigation. He is a member of the Guam Bar Association (active) and the Hawaii Bar Association (inactive). In addition to his legal practice, he served as a member of the Guam Public Utilities Commission for more than 20 years and served as the Chairman of the GPUC for more than 14 years until he resigned in February 2008. He was appointed to the Guam Environmental Protection Agency in 2010 and served as vice-chairman of the GEPA Board until his term expired.

Ms. Concepcion
Georgette B. Concepcion is a graduate of the Richardson School of Law at the University of Hawaii. She clerked for several judges in the Superior Court of Guam before entering private practice. She is a member of the Guam Bar Association (active) and the CNMI Bar Association (inactive). She started as an associate attorney at Mair, Mair, Spade & Thompson before going into solo practice in 2011. Ms. Concepcion handles cases involving civil litigation, corporate matters, probate and estate planning, and employment law.
